16-year-old sentenced to six years after stabbing German police officer for IS

A court has sentenced a 16-year-old girl to six years in jail for committing an act of terrorism. Investigators called the crime a "martyrdom operation" ordered by the "Islamic State," the first on German soil.

The German regional court in Celle sentenced Safia S. to six years in prison on Thursday on charges of attempted murder, grievous bodily harm, and support for a foreign terrorist organization.

The Federal Prosecutors Office sought a six-year jail term for Safia S. The defense team pushed for a ruling on solely on aggravated assault.

The defendant had previously admitted to the attack and wrote an apology letter to her victim while in custody.

Due to Safia's age, the trial and the court's ruling was not open to the public.

On February 26, 2016, the then 15-year-old defendant stabbed a police officer in the neck with a vegetable knife at Hannover's main train station. A federal investigation concluded her act was intended as a "martyrdom operation" undertaken for the foreign terrorist organization "Islamic State" (IS).

The girl's victim, a 34-year-old police officer, suffered life-threatening injuries but survived after undergoing surgery.

PM Modi's gift: You will get Rs 1000 to buy smartphone

New Delhi: A Rs 1,000 subsidy for purchase of smartphones by non-tax assesses and small merchants and a

cash transaction tax on withdrawals of Rs 50,000 and above in banks have been recommended by a Chief Ministers' panel today to encourage digital payments.

The Chief Ministers' Panel report, which was submitted to Prime Minister Narendra Modi by committee representative Chief

Minister of Andhra Pradesh N Chandrababu Naidu, has also made a case of lower/zero merchant discount rate (MDR) for all

digital payments to government entities and cap on cash in all type of big ticket transactions.

The 'Merchant Discount Rate' is charged to a merchant by a bank for providing debit and credit card services. The committee comprising Maharashtra Chief Minister Devendra Fadnavis and Madhya Pradesh Chief Minister Shivraj Singh Chouhan has also asked the Centre to promote Aadhaar Enabled Payment System (AEPS) by incentivising and not charging MDR.

The other recommendations include tax incentives for micro ATMs, biometric sensors etc. and tax refund for consumers using digital payment up to a certain proportion of annual income.

When asked how sure he was about incorporation of these recommendations in the forthcoming budget on February 1, Naidu said, "I am very confident about that."

Explaining about advantage of digital payments, he said that there are lots of cost of handling physical currency because of its printing, movement and security while there is no such cost for digital currency.

Naidu also elaborated that with the increase of volume of digital transitions, the cost will reduce and there is huge opportunity in India because non-cash payment transitions by non-banks per capita per annum is 11 in the country as compared to 26 in China, 728 in Singapore, 355 in the UK, 142 in Brazil, 70 in South Africa and 32 in Mexico.

Similarly, the report highlights that the number of (cashless) pay points per million people are 1,080 in India as against 31,096 in Singapore, 30,078 in the UK, 25,241 in Brazil, 7,267 in South Africa, 7,189 in Mexico and 16,602 in

NIA to probe sabotage angle in train derailments in Kanpur, Andhra Pradesh

The National Investigation Agency (NIA) will probe the sabotage angle in the recent train derailments in Uttar Pradesh’s Kanpur and Andhra Pradesh’s Kuneru area. The agency has taken over the probe in these cases following an order from the Home Ministry, official sources said on Thursday.

An NIA team has already conducted an inspection of the site in Vizianagaram near Kuneru where Jagdalpur-Bhubaneswar Hirakhand Express went off the track to ascertain if it was an “act of terror” as the railway suspected sabotage. 39 people were killed in the accident that took place on Saturday.

The role of Pakistan’s snooping agency Inter-Services Intelligence (ISI) in the derailment of Indore-Patna train on November 20 last year in Kanpur in which 150 people lost their lives is also being looked into.

Three persons arrested by Bihar Police in this connection had claimed sabotage by the ISI.

However, the NIA has found no evidence or input to this effect during its preliminary probe.

Moti Paswan, Uma Shankar and Mukesh Yadav, arrested from East Champaran district of Bihar, had claimed they had received Rs 3 lakh to plant IEDs at Ghorasahan railway station on October 1 last year.

The three had claimed they worked for the ISI and reportedly confessed about its possible role in the derailment.

The NIA had registered a case in this regard and started its probe. A team of officials had also gone to Bihar to question the accused.

Now you can exchange your 500 and 1000 rupees note easily

New Delhi: There is no proposal as of now to stop the exchange of old 500 and 1000 rupee notes for new currency at banks, government officials have said.

The clarification came after senior government sources told reporters earlier today that the centre was considering stopping the over-the-counter exchange amid concerns over the offer being misused, and allowing only bank deposits for the old notes.

Sources in the government said, "the government does not want to send any signal which may set in panic among the public."

The exchange of notes, the sources said, was "clogging the banking system."

The limit on a one-time swap of the old bills for new ones was lowered to Rs 2,000 on Thursday.

Since Prime Minister Narendra Modi announced that high value notes were being pulled from circulation, a series of reports have exposed how people are moving from one bank to another to get new notes. The government has also acknowledged that there are signs of people with black or undeclared money using proxies to make the swap.

"You find the same people coming back again and again," Economic Affairs Secretary Shaktikanta Das said this week, pointing out that huge queues were preventing honest people from getting the cash they need.

Indelible ink which prevents multiple voting in election would be used, the Finance Ministry said, to ensure that people only change old notes for new ones once. But banks have reported a shortage of or no access to the inks and some have been using permanent markers.

The government has said that the cancelled bills must be deposited in banks by December 30. Originally it said that individuals could, for now, exchange up to Rs 4,000 worth of old notes for the new Rs 500 and Rs 2,000 notes. Within this week, that limit was raised to Rs 4,500 only to be brought down to Rs 2,000.

The cancelled notes accounted for 86 percent of the currency in circulation and the sudden reform has caused huge disruption to daily live, especially for the poor who are not covered by the banking system.

The majority of financial experts have supported the reform and commended its intent, but say there is increasing evidence that the government failed to anticipate or prepare for how hard people would be hit.
